Bowls League
Rules And Constitution.
Accepted on Rule Changes at A.G.M.2007
- Name.
The league shall be called the “Ellesmere Port & Wirral Indoor Bowls League”
2. Object. The object of the league shall be to develop,
encourage and organize indoor bowls in “Ellesmere Port & Wirral Indoor Bowls
League.

Membership. Shall be open to all clubs in the Ellesmere Port & Wirral, subject
to the approval of the General Committee. Application for membership shall be
made before the Annual General Meeting to the Hon. Secretary. The General
Committee has the power to refuse membership without giving any reason for the
refusal. Clubs already in membership shall be considered as entered for the
following season, unless resignation in writing is tendered before the
A.G.M.

Officials. The
officers of the league shall be the President, Chairman, and Hon.
Secretary/Treasurer, Competition Secretary. Assistant Competition Secretary
and General Committee, the latter consisting of two delegates or their
deputies from each club in membership, whose names and addresses shall be
forwarded to the League Secretary. No delegate shall represent more than one
club. The general Committee shall have the power to appoint a Sub-Committee to
deal with matters as they direct and to conduct and settle all business,
financial and otherwise connected with the league.

Finance
- The
Annual Subscription shall be £2.00 Per
team.
- League
Registration of player’s .20 p per
person
- Merit
Money .20 p per person
- All
funds of the League shall be deposited in a local bank and any two officers of
the League shall sign all cheques

Meetings the A.G.M of the League shall be held on a date to be fixed for the
election of officers and consideration of League Business by the General
Committee.
- The
General Committee shall deal with any matter not referred to in these
rules.
- No
amendments or alterations of the League Rules shall be made except at the
A.G.M. Proposed alterations for submission to the A.G.M. must reach the Hon.
Secretary at least four weeks prior to the A.G.M

Fines.
- Late
payment of league Accounts. £5.00 for the first month and £1.00 for every week
after

Non-attendance to A.G.M. and League Meetings by club delegates
£1.00.

Shortage of players
50p
- Late
results Cards (72 hrs) 50p
- The
Ellesmere Port & Wirral Indoor Bowls League are the sole interpreters of these
rules

Short Mat Match League & Competition Rules:
- All
games shall abide by the ENGLISH SHORT MAT BOWLING ASSOCIATION RULES.
- The
League shall comprise four Divisions
- 1st &
2nd Divisions in evening League
- 1st &
2nd Divisions Afternoon League.
- The
teams will compete for League Trophies.

Competing teams shall consist of 10 Players in the Evening League who shall be
Bona Fide members of their respective Clubs, no player shall be allowed to
compete for more than one team in a Division of the League during same season
except as provided for in rule 6.No Club shall be allowed to play any person
who is not registered seven days prior to the match in which it is intended
he/she will play.
- No
member of a League club registered as a player shall transfer to another club
without the written consent of the Secretary of the club for which he/she is
registered. Such consent to be forwarded with application for transfer and new
registration form to the League Secretary along with 50p transfer fee.
- No
transfer or Registration of players will be allowed after the 17th December in
any season.

Evening League
Team Captains to arrive at 6.45pm for 7.00 start (Lairds 7.15pm)
- First
player on mat at 7.00pm/7.15pm,next players to be standing by to assist
measuring, marking etc.
- Cards
for draw placed face down for all players.
- Games
will be singles, The draw for opponent: The draw for opponents for each match
shall take place in one operation immediately preceding the commencement of
each match
- Number
of ends for each game will be 11 ends,
- Number
games in a match will be 10.
- Match
is over after 10 games have been completed or when opposing side cannot bring
forward next player. (Limit two minutes).
- Two
points shall be awarded for 6 wins on each game
- 1point
for each team that Draws (5 wins each)
- League
Winners team with highest points
- In
event of a tie the best Team with away wins will be the winner this will apply
to R/up place also

Afternoon League
Team Captains to arrive at 1.00pm for start 1.15pm

Competing teams shall consist of 6 singles and then 3 Doubles, Team members
allowed to play one singles game and one pair’s game at discretion of team
captain.
- 1point
for each win in singles and doubles total points 9 per game The draw for
opponent: The draw for opponents for each match shall take place in one
operation immediately preceding the commencement of each match
- League
Winners team with highest points.
- In
event of a tie the best Team with away wins will be the winner, this will apply to R/up place also
- Single
Games played over 11 ends and Doubles played over 9 ends.
- Merit
Money for each game will be 15p per player, for Evening League& Afternoon
League
- Merit
Money per Match will be £1.50,this will be charged to Team accounts.
- Where a
club is short of players Rule16 will apply
- A
merit prize shall be given to the player in each Division in the Evening
League having the best 5home 5away. (Points for and against),
- In
event of a tie the best aggregate of away wins will be the winner.
- The
Secretary of each Club to send claims no later than 14 days after completion
of fixtures.

Winners will be informed before League Presentation Dance
- All
matches to be completed on date of fixtures when published
- Except
where the club notifies the League Secretary and the visiting club Secretary
that their room is not available.
- In the
event of matches having to be postponed, the game must be played Club
Secretaries will make arrangements for the fixture.
- And
League Secretary informed when games to be played.
- If
during the seasons play any club or team should withdraw from League, the
teams match results will be expunged from the league and all money due to the
end of League Fixtures must be paid in full.
- New
Clubs automatically come into 2nd division
- Match
result cards: It shall be the responsibility of the home team captain to
complete the card, sign it and obtain the signature of the visiting captain,
and return it to the League Secretary. Showing names of Teams, players points
scored and Date Played
- All
Competitions have
a scratching time of 7.00pm
- In
league Competitions SUBSTITUTES in Pairs, Triples and Fours Games: The
players taking part in the game shall constitute the team and will normally
play together throughout the competition. One additional player - and the
same player - may be used as a substitute at any time provided that he/she has
not already taken part in the competition.

Substitutes for Doubles will only be allowed in the first game, same rule
applies to Triples and Team (McEwans 4 in team)
- If
Byes are given only 2 practice ends will be allowed in all Competitions.

Regarding rule 61 There will only be one substitute allowed and he/she must
not have entered/played with any partner/team

Regarding rule 61 the person in charge of running the competition must be
notified before the draw is made.
- Any six
named players in the McEwan's team may play in the final as long as they were
registered in the first round, If only 4 turn up for the first round, the
other two can play the following week. All games will be 9 ends
- If a
jack or bowl is struck over the fender in Pairs the penalty shot will be 5
shots. Triples the penalty will be 7 shots

Round Robin Competition Rules
will be same as afternoon League.

Eligible Players: Registered players in Afternoon League team.
- All
teams in Afternoon League will be in draw
