Ellesmere Port & Wirral Indoor Bowls League

1.       Rules and Constitution. Amended AGM 1st August 2011

2.       Name. The league shall be called the “Ellesmere Port & Wirral Indoor Bowls League”

3.       Object. The object of the league shall be to develop, encourage and organize indoor bowls in “Ellesmere Port & Wirral Indoor Bowls League.

4.       Membership. Shall be open to all clubs in Ellesmere Port & Wirral, subject to the approval of the General Committee. Application for membership shall be made before the Annual General Meeting to the Hon. Secretary. The General Committee has the power to refuse membership without giving any reason for the refusal. Clubs already in membership shall be considered as entered for the following season, unless resignation in writing is tendered before the A.G.M.

5.       Officials. The officers of the league shall be the President, Chairman, and Hon. Secretary/Treasurer, Competition Secretary. Assistant Competition Secretary and General Committee, the latter consisting of two delegates or their deputies from each club in membership, whose names and addresses shall be forwarded to the League Secretary. No delegate shall represent more than one club. The general Committee shall have the power to appoint a Sub-Committee to deal with matters as they direct and to conduct and settle all business, financial and otherwise connected with the league.

6.       Finance

7.       The Annual Subscription shall be £2.00 per team.

8.       League Registration of player’s £0.20p per person

9.       Merit Money  £0.25p per person

10.    All funds of the League shall be deposited in a local bank and any two officers of the League shall sign all cheques

11.    Meetings, the A.G.M of the League shall be held on a date to be fixed for the election of officers and consideration of League Business by the General Committee.

12.    The General Committee shall deal with any matter not referred to in these rules.

13.     No amendments or alterations of the League Rules shall be made except at the A.G.M. Proposed alterations for submission to the A.G.M. must reach the Hon. Secretary at least four weeks prior to the A.G.M.

14.    Fines.

15.    Late payment of league Accounts £5.00 for the first month and £1.00 for every week there after

16.    Non-attendance to A.G.M. and League Meetings by club delegates £1.00.

17.    Shortage of players £1.00

18.    Unplayed games Team in default fined £10.00, 2 pts deducted and 2 pts awarded to opponents evening league and £10 fine, 6 pts deducted and 6 pts awarded to opponents afternoon league

19.    Late results Cards (72 hrs) 50p

20.    The Ellesmere Port & Wirral Indoor Bowls League are the sole interpreters of these rules

21.    Indoor League & Competition Rules All games shall abide by THE ELLESMERE PORT AND WIRRAL INDOOR BOWLS LEAGUE RULES

22.    The League shall comprise of four Divisions

23.    1st & 2nd Divisions in evening League

24.    1st & 2nd Divisions Afternoon League.

25.    The teams will compete for League Trophies.

26.    Competing teams shall consist of 10 Players in the Evening League who shall be Bona Fide members of their respective Clubs, no player shall be allowed to compete for more than one team in a Division of the League during same season except as provided for in rule 27.No Club shall be allowed to play any person who is not registered seven days prior to the match in which it is intended he/she will play.

27.    No member of a League club registered as a player shall transfer to another club in any one season without the written consent of the Secretary of the club for which he/she is registered. Such consent to be forwarded with application for transfer and new registration form to the League Secretary along with 50p transfer fee.

28.    No transfer or Registration of players will be allowed after the 17th December in any season.

29.    Evening League Team Captains to arrive at 6.45pm for 7.00 start

30.    First player on mat at 7.00pm, next players to be standing by to assist measuring, marking etc.

31.    Cards for draw placed face down for all players.

32.    Games will be singles. The draw for opponents should ensure continuous play throughout the match

33.    Number of ends for each game will be 11 ends,

34.    Number of games in a match will be 10

35.    Match is over after 10 games have been completed or when opposing side cannot bring forward next player. (Limit ten minutes).

36.    Two points shall be awarded for 6 wins on each game

37.    1point for each team that Draws (5 wins each)

38.    League Winners team with highest points

39.    In event of a tie the best Team with away wins, then away draws will be the winner this will apply to R/up place also.

40.    Afternoon League start at 1.00pm

41.    Competing teams shall consist of 6 singles and then 3 Doubles, Team members allowed to play one singles game and one pair’s game at discretion of team captain

42.    1point for each win in singles and doubles total points 9 per game

43.    Cards for draw placed face down for all players ensuring continuous play throughout the match.

44.    League Winners team with highest points.

45.    In event of a tie the best Team with away wins will be the winner, this will apply to R/up place also

46.    Single Games played over 11 ends and Doubles played over 9 ends.

47.    Merit Money for each game will be 25p per player, for Evening League& Afternoon League

48.    Merit Money per Match will be £2.50 this will be charged to Team accounts.

49.    Where a club is short of players Rule17 will apply

50.    A merit prize shall be given to the player in each Division in the Evening League having the best 5 home 5 away. (Points for and against), in event of a tie the best aggregate of away wins will be the winner.

51.    The Secretary of each Club to send claims no later than 14 days after completion of fixtures. Winners will be informed before League Presentation Dance

52.    All Matches must be played on the date specified in the League fixtures.

53.    Deleted

54.     If a match is postponed because room is not available. The club notifies the League Secretary and visiting Team Secretary.

55.    All matches postponed will be played off as mutually agreed as soon as possible. Club Secretaries will make arrangements for the fixture to be played.

56.    No postponements shall be allowed because of team difficulties including holidays

57.    Match result cards: It shall be the responsibility of the home team captain to complete the card, sign it and obtain the signature of the visiting captain, and return it to the League Secretary. Showing names of Teams, players points scored and Date Played

58.    If during the season’s play any club or team should withdraw from League, the team’s match results will be expunged from the league and all money due to the end of League Fixtures must be paid in full.

59.    New Teams automatically come into 2nd division, New Clubs to pay £30 deposit on entering league, refundable at end of season

60.    All Competitions have a scratching time of 7.00pm for evening or 1.00pm for afternoon

61.    League Competitions SUBSTITUTES. In Pairs, Triples and McEwans competitions the players taking part in the competition shall constitute the team and will normally play together throughout the competition. One additional player may be used as a substitute provided that he/she has not already taken part in the competition.

62.    Only one substitute is permitted for Pairs, Triples and McEwans and only in the preliminary round.

63.    If Byes are given only 2 practice ends will be allowed in all Competitions.

64.    Regarding rule 62, if a substitute is used in a team that qualifies then that substitute must play in the final. The player substituted takes no further part in that competition.

65.    Regarding rule 62, the person in charge of running the competition must be notified before the draw is made.

66.    Any six named players in the McEwan’s team may play in the final as long as they were registered in the first round, If only 4 turn up for the first round, the other two can play the following round. All games will be 9 ends
